Clear and Reliable Answers to Your Questions
What is the difference between the electronic deed and the ownership registration deed in the Real Estate Registry?
The electronic deed is the ownership document issued by the Ministry of Justice, while the ownership registration deed is issued after completing Initial Property Registration in the Real Estate Registry operated by the Real Estate General Authority, and it establishes the property, its boundaries and its rights on a registered basis. Initial registration requires an electronic deed and that the property be in an announced area.
Is property registration mandatory?
In announced areas, a deadline is set for registration, and the Authority’s announcements indicate that failure to register within it exposes the owner to financial penalties under the Law of Real Estate Registration. Outside announced areas, an optional registration request can be submitted through a dedicated service.

Can a non-Saudi own property in Jeddah now?
Yes, in principle; the Law of Real Estate Ownership by Non-Saudis entered into force on 22 January 2026, and the Authority has clarified that Riyadh and Jeddah are open to non-Saudis, while ownership in Makkah and Madinah is limited to Saudi companies and Muslim individuals. Details of the areas and controls are in our dedicated article.
Non-Saudi Property Ownership After the Law Took Effect: What Is Allowed in Jeddah?
How much does the service cost the government, and what are the firm's fees?
The Authority sets Real Estate Registry service fees according to the type of service, and the Initial Property Registration service page states that the fees are “variable depending on the type of service”; we will inform you of the officially published government fee for your transaction before starting. The firm’s fees, however, are published: SAR 1,300 for ownership transfer and SAR 1,200 for rights and obligations management, and neither includes government fees.
Verifying the Deed and District Status Is the First Step
If your property is in an announced district, or you are about to sell, buy or mortgage one, the first step is to verify the deed and the district’s status. Read our Guide to Real Estate Registration to understand the full process, or send us the deed number to get started.
Immediate next step: Send the deed number and property location via WhatsApp at +966 55 314 0750 so we can check the registration status and pinpoint your next step.
