Real Estate Registrar Licensed by the Real Estate General Authority

Real Estate Registration and Ownership Transfer with a Licensed Real Estate Registrar in Jeddah

A Real Estate Registrar is a practitioner licensed by the Real Estate General Authority to document transactions and changes affecting registered properties, such as ownership transfers and the registration of rights and encumbrances. In Jeddah, where hundreds of districts have been announced for registration since 2025, this service is provided by Mr. Ahmed Abdullah Al Ghamdi, licence No. 2223004189, alongside his law practice licence.

If your property is in one of the Jeddah districts for which the Real Estate General Authority has announced the start of registration, or you are buying, selling or mortgaging a registered property, the service you need is an accredited Real Estate Registrar in Jeddah who knows the Real Estate Registry platform’s procedures and can, at the same time, review your contract as a lawyer.

Frequently Asked Questions

Clear and Reliable Answers to Your Questions

Owners’ and buyers’ questions about the Real Estate Registry, the statutory obligation, non-Saudi ownership, and the firm’s fees:

The electronic deed is the ownership document issued by the Ministry of Justice, while the ownership registration deed is issued after completing Initial Property Registration in the Real Estate Registry operated by the Real Estate General Authority, and it establishes the property, its boundaries and its rights on a registered basis. Initial registration requires an electronic deed and that the property be in an announced area.

In announced areas, a deadline is set for registration, and the Authority’s announcements indicate that failure to register within it exposes the owner to financial penalties under the Law of Real Estate Registration. Outside announced areas, an optional registration request can be submitted through a dedicated service.

Guide to Real Estate Registration

Yes, in principle; the Law of Real Estate Ownership by Non-Saudis entered into force on 22 January 2026, and the Authority has clarified that Riyadh and Jeddah are open to non-Saudis, while ownership in Makkah and Madinah is limited to Saudi companies and Muslim individuals. Details of the areas and controls are in our dedicated article.

Non-Saudi Property Ownership After the Law Took Effect: What Is Allowed in Jeddah?

The Authority sets Real Estate Registry service fees according to the type of service, and the Initial Property Registration service page states that the fees are “variable depending on the type of service”; we will inform you of the officially published government fee for your transaction before starting. The firm’s fees, however, are published: SAR 1,300 for ownership transfer and SAR 1,200 for rights and obligations management, and neither includes government fees.
